What Success Looks Like In This Job Within the Health Equity and Strategic Initiatives (HESI) Division within Adams County Health Department, this position is critical for the success of working with others to assure the health and well-being of our communities.
Under limited supervision, this position performs multiple complex administrative, project management, data entry and management, and clerical duties on behalf of the HESI Division Director and team.
This position also works with the community to provide exemplary customer service support in the form of responding to inquiries from and navigating resources and processes for internal and external customers.
The individual in this position will interact with many different community members and handle a variety of confidential situations that require respect, discretion and good communication.

Administrative Duties Navigate Adams County financial and human resources systems to advance the needs of ACHD and HESI Division.
Organize workload and set priorities for assigned areas of responsibility.
Review status of projects and activities under own and supervisor’s authority to assure timely completion.
Anticipates supervisor’s needs and gathers information and/or prepares preliminary work on future projects.
Prepare and process invoices; maintain billing records; and receive and route communications to the appropriate person/division/Adams County Department.
Pay close attention to detail to track processes from start to finish, researching, verifying and documenting processes along the way.
Proofread variety of reports, letters, memoranda, and presentations.
Manage the ordering and dissemination of appropriate office supplies to ensure adequate inventory.
Reviews and approves purchase requisitions and invoices, codes revenues and expense documents, and tracks expenditures.
Assist with coordination of travel, conference registration and organizing and schedule of division meeting and events.
Coordinate HESI Division meetings and calendars to meet the needs of HESI staff in conjunction with the community and other ACHD and Adams County Departments Responsible for establishing filing and tracking systems; research records within areas of assigned responsibility to prepare reports; and provide follow-up information to inquiries.
Operates and provides technical guidance to staff in the use, operation and trouble shooting of standard office equipment including copiers, telephone systems, computers, scanners, shared data systems and associated hardware/software.
Data Entry and Management Assists in monitoring, analysis, and tracking of division budget, including but not limited to, analysis of actual to budgeted costs, analysis to Time/Activity reports, and financial reconciliation.
Coordinate timely collection and entry of data, track progress on data entry and run reports for databases used within Division, ACHD and Adams County.
Manage ACHD Stakeholder Database and pull reports to inform team’s work moving forward Communication with Internal and External Stakeholders Coordinate and respond to community meetings and events on behalf of the HESI Division, including establishing a calendar, scheduling, delegating and tracking attendance, coordinating and preparing meeting agendas, logistics and follow-up materials, responding and triaging correspondence with outside organizations and community members, coordinating meeting details, and taking meeting minutes.
Assists and reviews promotional, outreach and education materials such as annual reports, quarterly updates, brochures, pamphlets, and publications for the division.
Responsible for maintaining a web changes that are updated on a consistent basis based upon work with content experts in the community.
Respond to community inquiries and requests.
Perform special projects and assignments as requested.
Emergency Preparedness Duties: Employee responds, as required, to support public health emergencies, incidents, and events.
Employee participates in all exercises and drills on emergency preparedness, as required.
Completes trainings identified as appropriate for this level employee.

Qualifications for Success Qualification for Success: Ability to pay close attention to detail to ensure the completeness and accuracy of work performed by oneself and/or others.

Strong communication skills, both written and verbal.
Ability to speak with a variety of audiences in a respectful, clear and organized manner to effectively convey information.
Includes the ability to appropriately tailor the level of communication to the audience.
Strong use of spelling, punctuation and grammar in business writing and basic report preparation, including independently preparing correspondence and memoranda.
Utilize administrative processes, computer and database skills to complete assigned work, provide technical assistance to HESI staff.
Operate computer programs such as Microsoft Word, Excel, and PowerPoint and demonstrate ability to learn new technology based upon ACHD use and adoption.
Interpret and apply administrative and departmental policies, procedures, laws, and regulations.
Understand the organization and operation of the County and of outside organizations, to assume assigned responsibilities.
Interpret and apply administrative, division and departmental policies, procedures, laws, and regulations.
Work cooperatively with other departments, County officials, and outside agencies.
Analyze situations carefully and adopt effective courses of action.
Compile and maintain complex and extensive records and prepare routine reports.
Research, analyze, and summarize data.
Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
More Qualifications for Success Education Required - High School Diploma or equivalent.
Experience Required- One to three years of combined education and experience in Public Health Programs, customer service, executive/office assistant and/or project administration.
Preferred- Previous work experience with programs that interact with the greater community.
Experience working in a larger organization with complex systems.
Experience with stakeholder management and web site updates.
Preferred - Bi-lingual (Spanish) Background Check Must successfully pass pre-employment testing which includes motor vehicle record (MVR) and background check.

Working Conditions and Physical Requirements: This role remains in a semi-stationary position, often sitting or standing for prolonged periods of time.
Occasionally, this role will move about to accomplish tasks by walking or traveling from one department to another, or by traveling from one worksite to another.
This position’s physical demands are assessed to be light work that includes moving objects up to 20 pounds.
This role constantly communicates with others to exchange information by speaking and writing, and that includes repeating motions that include wrists, hands, and/or fingers.
This position will be asked to self-assess accuracy, neatness, and thoroughness of work assigned.
This position can expect no adverse environmental conditions as work is performed in an office building.
